Washington, D.C.<\/strong> (July 31, 2019) \u2014 The Trust for the Americas, in partnership with Open Government Costa Rica, and CICAP (Center for Research and Training in Public Administration at the University of Costa Rica) organized the national meeting of open municipalities as the closing event for the \u201cFrom Open Government to an Open State\u201d project in Costa Rica.<\/p>\n\n\n\n Overall, the project aimed to provide opportunities for municipal governments and civil society to jointly create spaces for discussion and deliberation on actions and initiatives that promote the pillars of an Open Government. These opportunities included training sessions, technical assistance sessions with local and international experts, and the funding of twelve innovative initiatives to improve municipal services.<\/p>\n\n\n\n The program of the meeting included two days of training sessions. On the first day, the work focused on providing a perspective on the beginnings and evolution of Open State concepts in Costa Rica within the framework of the Open Government Partnership, and the exchange of experiences among municipalities committed to Open Government practices. During the second day, work focused on training in and the adoption of standards for co-creation and local participation.<\/p>\n\n\n\n This closing event brought together 15 municipalities, which worked alongside The Trust for the Americas to improve their capabilities in transparency, access to information, open data, citizen participation, and accountability. As part of this new process, they commit to developing and implementing actions that promote an Open Municipal Government, taking into account the collaborative participation of all social actors.<\/p>\n\n\n\n The 15 municipalities joining the Open Government strategy are: Abangares, Bagaces, Ca\u00f1as, Esparza, Hojancha, Grecia, Jim\u00e9nez, Orotina, Osa, Pococ\u00ed, Quepos, San Mateo, San Ram\u00f3n, Turrialba, and Gu\u00e1cimo. Meanwhile, the municipalities of La Uni\u00f3n, Acosta, San Jos\u00e9, Santa Ana, Montes de Oca, Moravia, Curridabat, Naranjo, Cartago, Heredia, Barva, Santo Domingo, San Isidro, and Bel\u00e9n were already part of the Open State strategy.<\/p>\n\n\n\n Rodrigo Iriani, project manager at The Trust for the <\/em>Americas comments on the alliances that have been built around the project \u00a8<\/em>In order to provide continuity and traceability to the project, we are working in partnership with the Ministry of Communication and the Research and Training Center in Public Administration (CICAP) of the University of Costa Rica to build the next steps of the Open Munis Route. This is a strategy that will support local governments in the consolidation of action plans regarding Open Government.<\/p>\n\n\n\n This initiative is part of the efforts to advance the agenda of the 4th National Action Plan for Open State, corresponding to the 2019-2021 period.
