{"id":8179,"date":"2020-09-29T14:49:00","date_gmt":"2020-09-29T14:49:00","guid":{"rendered":"http:\/\/40.117.174.162\/?p=8179"},"modified":"2024-11-21T14:49:58","modified_gmt":"2024-11-21T14:49:58","slug":"estudiantes-de-la-universidad-tecnologica-de-panama-the-trust-for-the-americas-y-antai-presentan-portal-de-transparencia-en-panama","status":"publish","type":"post","link":"https:\/\/trust-oea.org\/en\/estudiantes-de-la-universidad-tecnologica-de-panama-the-trust-for-the-americas-y-antai-presentan-portal-de-transparencia-en-panama\/","title":{"rendered":"Students from the Technological University of Panama, The Trust for the Americas, and ANTAI Launch a Transparency Portal in Panama"},"content":{"rendered":"<p class=\"wp-block-paragraph\">2020\/09\/29<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>En el marco de la Semana del Acceso a la Informaci\u00f3n, estudiantes de la Universidad Tecnol\u00f3gica de Panam\u00e1, con el apoyo de The Trust for the Americas, hicieron entrega de un APP de transparencia presupuestaria a la Autoridad Nacional de Transparencia y Acceso a la Informaci\u00f3n (ANTAI).<\/li>\n\n\n\n<li>The\u00a0Trust\u00a0for\u00a0the\u00a0Americas\u00a0apoya el Gobierno Abierto y la agenda regional de gobernanza y transparencia a trav\u00e9s de\u00a0la\u00a0creaci\u00f3n\u00a0de ecosistemas de\u00a0colaboraci\u00f3n\u00a0y plataformas digitales al servicio de los ciudadanos.<\/li>\n\n\n\n<li>La aplicaci\u00f3n de acceso p\u00fablico permite consultar cualquier tr\u00e1mite financiero y administrativo de todas las instancias del gobierno paname\u00f1o.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Washington D.C.,&nbsp;29 de septiembre de 2020<\/strong>.-&nbsp;&nbsp;Alejandro de Le\u00f3n, Daniel Justavino y Norberto C\u00e1ceres, Estudiantes de la Universidad Tecnol\u00f3gica de Panama&nbsp;en&nbsp;colaboraci\u00f3n&nbsp;t\u00e9cnica The Trust for the Americas y la&nbsp;ANTAI presentan una aplicaci\u00f3n abierta donde se pueden consultar los presupuestos, gastos, ingresos y entidades del Gobierno Paname\u00f1o.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En el marco del programa \u201cInnovaci\u00f3n a trav\u00e9s de Datos Abiertos en Panam\u00e1\u201d,&nbsp;&nbsp;esta iniciativa forma parte de los&nbsp;<strong>tres proyectos innovadores de datos abiertos recibieron financiaci\u00f3n inicial y est\u00e1n siendo implementados por emprendedores sociales en Panam\u00e1:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Transparencia en el Gasto P\u00fablico: proyecto colaborativo de plataforma digital desarrollado por estudiantes para apoyar el trabajo de la Autoridad Nacional de Transparencia y Acceso a la Informaci\u00f3n (ANTAI).<\/strong><\/li>\n\n\n\n<li>Portal de Datos Abiertos para la\u00a0<strong>Caja de Seguridad Social de Panam\u00e1<\/strong>. Un nuevo portal desarrollado y anunciado en un evento de alto nivel con el gobierno nacional. El sitio web recibi\u00f3 m\u00e1s de 5.000 visitas adicionales por mes desde el lanzamiento.<\/li>\n\n\n\n<li>Desarrollo de un portal en l\u00ednea para brindar transparencia e informaci\u00f3n sobre las becas educativas a comunidades ind\u00edgenas. Este proyecto, en alianza con la\u00a0<strong>Fundaci\u00f3n Naturaleza<\/strong>, se enfoca en una de las \u00e1reas m\u00e1s vulnerables de Panam\u00e1 y brinda informaci\u00f3n muy \u00fatil sobre programas educativos al servicio de los pueblos originarios.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Elsa Fern\u00e1ndez, Directora de la ANTAI<\/strong>, comenta sobre&nbsp;la alianza estrat\u00e9gica con The Trust For The Americas en pro de un gobierno abierto: \u201c El m\u00e1s reciente proyecto compartido ha sido el APP de Transparencia Presupuestaria, realizado por estudiantes de la UTP y entregado a la ANTAI como una herramienta que busca visibilizar los datos abiertos en manos de las instituciones, automatizando as\u00ed los procesos con miras a mejorar la calidad de vida de la poblaci\u00f3n\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El desarrollo de esta aplicaci\u00f3n que modela el \u00e1rbol jer\u00e1rquico institucional del pa\u00eds, registra a nivel discreto los siguientes objetos: presupuestos, gastos, ingresos y entidades.&nbsp;&nbsp;<strong>Rodrigo Iriani, Gerente Senior de Programa del Trust for the Americas<\/strong>, coment\u00f3 detalles de la utilidad de la plataforma: \u201cLa idea es que las entidades independientes, como los particulares, las empresas y las organizaciones no gubernamentales, puedan consultar los datos administrados por el sistema y usarlos, para cualquier tipo de escrutinio o an\u00e1lisis. Por ejemplo, para la reportajes, presentaciones y an\u00e1lisis varios, respetando la libre publicaci\u00f3n y propiedad sobre dichas transformaciones y escrutinios.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En Panam\u00e1, The Trust for the Americas trabaja con el gobierno nacional para implementar est\u00e1ndares de Gobierno Abierto acordados internacionalmente, bajo el Programa Interamericano de Datos Abiertos (PIDA). As part of the \u201cInnovation through Open Data in Panama\u201d program, this initiative is one of three innovative open data projects that received initial funding and are being implemented by social entrepreneurs in Panama: Elsa Fern\u00e1ndez, Director of ANTAI, comments on the strategic partnership with The Trust for the Americas in support of open government: \u201cThe most recent joint project has been the Budget Transparency app, developed by students at the UTP and delivered to ANTAI as a tool designed to make open data held by institutions more visible, thereby automating processes with the aim of improving the population\u2019s quality of life.\u201d The development of this application, which models the country\u2019s institutional hierarchy, records the following items at a granular level: budgets, expenditures, revenues, and entities. Rodrigo Iriani, Senior Program Manager at Trust for the Americas, provided details on the platform\u2019s utility: \u201cThe idea is that independent entities\u2014such as individuals, companies, and nongovernmental organizations\u2014can access the data managed by the system and use it for any type of scrutiny or analysis. For example, for reports, presentations, and various analyses, while respecting the freedom to publish and ownership of such transformations and scrutinies.\u201d In Panama, Trust for the Americas is working with the national government to implement internationally agreed-upon Open Government standards under the Inter-American Open Data Program (PIDA). Trust is promoting the formation of a network comprising members of civil society, the media, the private sector, and local governments. Currently, The Trust for the Americas is using its Virtual Classroom to provide training courses for public officials, young people interested in open data, and the private sector.
