La implementaci\u00f3n de iniciativas como el <a href=\"\/en\/\"https:>Global Data Barometer (GDB)<\/a> no solo promueve mejores mecanismos de gesti\u00f3n de datos para fortalecer la democracia y la inclusi\u00f3n, sino que tambi\u00e9n impulsa el desarrollo sostenible y la toma de decisiones informadas.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El GDB se centra en evaluar la gobernanza de datos en pa\u00edses de todo el mundo, brindando informaci\u00f3n sobre las fortalezas y debilidades de los marcos de gobernanza de datos. Examina diversas dimensiones, incluida la disponibilidad, apertura y uso de datos, as\u00ed como las pol\u00edticas que dan forma al ecosistema de datos en cada pa\u00eds.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los resultados en Panam\u00e1 revelan debilidades en el indicador de \\&#8221;Disponibilidad de Datos\\&#8221;, lo que indica que hay trabajo por hacer en t\u00e9rminos de hacer m\u00e1s accesibles y abiertos los conjuntos de datos clave. El objetivo era construir una hoja de ruta que permita al gobierno paname\u00f1o priorizar acciones de apertura y mejora de datos, utilizando la gu\u00eda nacional de apertura de datos de Panam\u00e1.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Este taller reuni\u00f3 a funcionarios de diversas instituciones, incluyendo la <a href=\"\/en\/\"https:>Autoridad Nacional de Transparencia y Acceso a la Informaci\u00f3n (ANTAI)<\/a>, <a href=\"\/en\/\"https:>Autoridad de Innovaci\u00f3n Gubernamental (AIG)<\/a> y el Grupo de Trabajo de Datos Abiertos de Panam\u00e1. Se discutieron estrategias y los instrumentos vigentes, explorando las oportunidades y desaf\u00edos que plantea la Gu\u00eda de Apertura de Datos y el Portal Nacional de Datos Abiertos.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En otra etapa del taller, se present\u00f3 el proceso de implementaci\u00f3n del Global Data Barometer y los resultados espec\u00edficos para Panam\u00e1. Se explic\u00f3 qu\u00e9 es el bar\u00f3metro, sus pilares, la metodolog\u00eda de evaluaci\u00f3n y su impacto global, revelando las fortalezas y debilidades del pa\u00eds en t\u00e9rminos de gobernanza de datos.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El taller culmin\u00f3 con una sesi\u00f3n de construcci\u00f3n colaborativa en la que los funcionarios, con el apoyo de The Trust, GTDAP, ANTAI y AIG, identificaron los datos prioritarios para su publicaci\u00f3n en el portal de datos abiertos de Panam\u00e1. Esto condujo a la creaci\u00f3n de un plan de acci\u00f3n con actividades, plazos y responsabilidades claras para su publicaci\u00f3n.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El poder de los datos abiertos y la gobernanza digital est\u00e1n transformando la manera en que los gobiernos y las organizaciones interact\u00faan con la informaci\u00f3n. The implementation of initiatives such as the Global Data Barometer (GDB) not only promotes better data management mechanisms to strengthen democracy and inclusion but also drives sustainable development and informed decision-making.\u00a0 The GDB focuses on assessing data governance in countries around the world, providing insights into the strengths and weaknesses of data governance frameworks. It examines various dimensions, including the availability, openness, and use of data, as well as the policies that shape each country\u2019s data ecosystem.\u00a0 The results for Panama reveal weaknesses in the \u201dData Availability\u201d indicator, suggesting that there is work to be done in terms of making key datasets more accessible and open. This includes vital information such as vulnerability, land use, emissions, political financing, the budget, and spending.\u00a0 To address these weaknesses, a collaborative workshop was held on September 15, 2023. The goal was to develop a roadmap that would enable the Panamanian government to prioritize actions to open up and improve data, using Panama\u2019s national open data guide.\u00a0 This workshop brought together officials from various institutions, including the National Authority for Transparency and Access to Information (ANTAI), the Government Innovation Authority (AIG), and Panama\u2019s Open Data Working Group. Strategies and existing tools were discussed, exploring the opportunities and challenges presented by the Data Openness Guide and the National Open Data Portal. In another segment of the workshop, the implementation process of the Global Data Barometer and the specific results for Panama were presented. The workshop explained what the Barometer is, its pillars, the evaluation methodology, and its global impact, highlighting the country\u2019s strengths and weaknesses in terms of data governance.\u00a0 The workshop concluded with a collaborative session in which officials, with support from The Trust, GTDAP, ANTAI, and AIG, identified priority data for publication on Panama\u2019s open data portal. This led to the creation of an action plan with clear activities, deadlines, and responsibilities for publication. The power of open data and digital governance is transforming the way governments and organizations interact with information. Initiatives such as the Global Data Barometer are helping countries like Panama identify areas where they can improve their data practices to better serve their citizens, foster innovation, and promote sustainable development.
