Ciudad Ju\u00e1rez, Chihuahua, 5 de febrero\u00a0de\u00a02026.\u00a0<\/strong>La frontera norte entre M\u00e9xico y Estados Unidos es una de las regiones m\u00e1s din\u00e1micas del continente.\u00a0De acuerdo con el Banco de Desarrollo de Am\u00e9rica del Norte\u00a0(NADBank)<\/a>,\u00a0esta zona\u00a0tiene\u00a0m\u00e1s de 26 millones de habitantes, de los cuales cerca de 19 millones residen en los seis estados fronterizos mexicanos, que en conjunto generan el 26 % del Producto Interno Bruto (PIB) nacional. Esta intensa actividad econ\u00f3mica y social conlleva tambi\u00e9n una profunda interdependencia ambiental que, en los \u00faltimos a\u00f1os, ha puesto en evidencia una creciente crisis h\u00eddrica.\u00a0<\/p>\n\n\n\n

Factores como la sobreexplotaci\u00f3n de acu\u00edferos, las sequ\u00edas prolongadas y la presi\u00f3n demogr\u00e1fica constante han incrementado los riesgos para la seguridad h\u00eddrica de ciudades fronterizas como Ciudad Ju\u00e1rez, Chihuahua, y El Paso, Texas. Ambas urbes dependen en gran medida de fuentes subterr\u00e1neas compartidas, en particular del Acu\u00edfero del Bols\u00f3n del Hueco. De acuerdo con el documento\u00a0The\u00a0<\/em>Agua en Ciudad Ju\u00e1rez<\/em><\/a>,<\/strong> publicado por la Junta Municipal de Agua y Saneamiento de Ju\u00e1rez (JMAS),\u00a0este acu\u00edfero presenta una severa sobreexplotaci\u00f3n: el volumen de extracci\u00f3n supera la recarga natural y el abatimiento hist\u00f3rico de los pozos alcanza casi los\u00a0100 metros.\u00a0<\/p>\n\n\n\n

En este contexto, los gobiernos de M\u00e9xico y Estados Unidos han reconocido de manera formal la urgencia de atender los desaf\u00edos h\u00eddricos mediante mecanismos binacionales de cooperaci\u00f3n ambiental. Como resultado, se han definido prioridades estrat\u00e9gicas orientadas a la gesti\u00f3n integral del agua, el acceso a agua potable segura y el fortalecimiento de las capacidades comunitarias en la regi\u00f3n fronteriza. En esta l\u00ednea, el NADBank ha subrayado que la inversi\u00f3n en proyectos relacionados con el agua es fundamental para el desarrollo econ\u00f3mico sostenible de la regi\u00f3n, al tiempo que destaca la formaci\u00f3n de juventudes en temas h\u00eddricos y ambientales como un componente clave para fortalecer la resiliencia de las comunidades. <\/p>\n\n\n\n

En respuesta a estos desaf\u00edos surge Jale por el Agua (Skills for Sustainability \u2013 S4S <\/em><\/strong>en El Paso, Texas<\/em><\/strong>)<\/em><\/strong>, una iniciativa binacional de alto impacto social y ambiental implementada en Ciudad Ju\u00e1rez y El Paso. El proyecto, en la frontera mexicana fue impulsado con el respaldo de The Trust for the Americas<\/strong>, entidad afiliada a la American States (OAS) internship program<\/strong>, Microsoft<\/strong>, the North American Development Bank (NADBank)<\/strong> y organizaciones locales, consolid\u00e1ndose como un modelo de cooperaci\u00f3n multisectorial y transfronteriza. <\/p>\n\n\n\n

Implementado entre 2023 y 2025, Pull for Water<\/em><\/strong> <\/strong>capacit\u00f3 a cerca de 400 j\u00f3venes<\/strong> de entre 18 y 30 a\u00f1os en situaci\u00f3n de vulnerabilidad en Ciudad Ju\u00e1rez, fortaleciendo sus habilidades para la vida, competencias laborales y conocimientos t\u00e9cnicos vinculados al sector h\u00eddrico y ambiental. Los contenidos formativos se dise\u00f1aron en funci\u00f3n de las necesidades locales y regionales, e integraron temas de sostenibilidad, cambio clim\u00e1tico e innovaci\u00f3n tecnol\u00f3gica. <\/p>\n\n\n\n

Como resultado, el proyecto promovi\u00f3 la vinculaci\u00f3n laboral y educativa de las y los participantes con sectores relacionados con el agua, el medio ambiente, la sostenibilidad y la tecnolog\u00eda. Gracias a este enfoque, el 90 % de las personas participantes<\/strong> accedi\u00f3 a una oportunidad econ\u00f3mica y\/o educativa. <\/p>\n\n\n\n

En Ciudad Ju\u00e1rez, el proyecto Pull for Water<\/em><\/strong> cont\u00f3 con el respaldo de una s\u00f3lida alianza multisectorial integrada por actores sociales como J\u00f3venes Constructores de la Comunidad (JCC)<\/strong>; instancias gubernamentales como la Secretar\u00eda de Desarrollo Humano y Bien Com\u00fan y la Junta Municipal de Agua y Saneamiento de Ju\u00e1rez <\/strong>(JMAS); as\u00ed como entidades empresariales y tecnol\u00f3gicas como VEOLIA<\/strong>, Waterhouse Group<\/strong>, FIXXI APP<\/strong>, ARCA Continental<\/strong> y la C\u00e1mara de Comercio de Ciudad Ju\u00e1rez<\/strong>. Esta colaboraci\u00f3n permiti\u00f3 fortalecer la formaci\u00f3n t\u00e9cnica y el empleo juvenil en sectores estrat\u00e9gicos para la sostenibilidad y el desarrollo comunitario. <\/p>\n\n\n\n

\u201cJale por el Agua demuestra que invertir en juventudes es tambi\u00e9n invertir en la seguridad h\u00eddrica de la frontera: cuando se combinan habilidades para la vida, formaci\u00f3n t\u00e9cnica y alianzas p\u00fablico privadas, las y los j\u00f3venes se convierten en agentes de resiliencia para sus comunidades. La iniciativa contin\u00faa su ejecuci\u00f3n en otros territorios estrat\u00e9gicos de la frontera entre Estados Unidos y M\u00e9xico, fortaleciendo una red binacional de juventudes capacitadas, actores comunitarios y aliados institucionales comprometidos con la sostenibilidad h\u00eddrica y el desarrollo social. <\/p>\n\n\n\n

Ciudad Ju\u00e1rez, Chihuahua, February 5, 2026. The northern border between Mexico and the United States is one of the most dynamic regions on the continent. According to the North American Development Bank\u00a0(NADBank), this area has more than 26 million inhabitants, of whom nearly 19 million reside in the six Mexican border states, which together account for 26 % of the national Gross Domestic Product (GDP). This intense economic and social activity also entails a profound environmental interdependence that, in recent years, has highlighted a growing water crisis.\u00a0 Factors such as the overexploitation of aquifers, prolonged droughts, and constant demographic pressure have increased the risks to water security in border cities such as Ciudad Ju\u00e1rez, Chihuahua, and El Paso, Texas. Both cities rely heavily on shared groundwater sources, particularly the Bols\u00f3n del Hueco Aquifer. According to the report *Water in Ciudad Ju\u00e1rez*, published by the Ju\u00e1rez Municipal Water and Sanitation Board (JMAS), this aquifer is severely overexploited: the volume of water extracted exceeds natural recharge, and the historical drawdown of the wells has reached nearly 100 meters. In this context, the governments of Mexico and the United States have formally recognized the urgency of addressing water challenges through binational environmental cooperation mechanisms. As a result, strategic priorities have been established focused on integrated water management, access to safe drinking water, and the strengthening of community capacities in the border region. In this vein, NADBank has emphasized that investment in water-related projects is essential for the region\u2019s sustainable economic development, while highlighting youth training on water and environmental issues as a key component for strengthening community resilience.\u00a0 In response to these challenges, Jale por el Agua (Skills for Sustainability \u2013 S4S in El Paso, Texas) was launched\u2014a binational initiative with high social and environmental impact implemented in Ciudad Ju\u00e1rez and El Paso. The project on the Mexican side of the border was launched with the support of The Trust for the Americas, an entity affiliated with the Organization of American States (OAS),\u00a0Microsoft, the North American Development Bank (NADBank), and local organizations, establishing itself as a model of multisectoral and cross-border cooperation. Implemented between 2023 and 2025,\u00a0\u201cJale por el Agua\u201d trained nearly 400 vulnerable young people between the ages of 18 and 30 in Ciudad Ju\u00e1rez, strengthening their life skills, job competencies, and technical knowledge related to the water and environmental sectors. The training content was designed based on local and regional needs and incorporated topics such as sustainability, climate change, and technological innovation. As a result, the project promoted participants\u2019 employment and educational opportunities in sectors related to water, the environment, sustainability, and technology. Thanks to this approach, 90 % of the participants gained access to an economic and\/or educational opportunity.\u00a0 In Ciudad Ju\u00e1rez, the Jale por el Agua project was supported by a strong multisectoral alliance comprising social actors such as J\u00f3venes Constructores de la Comunidad (JCC); government agencies such as the Secretariat of Human Development and the Common Good and the Ju\u00e1rez Municipal Water and Sanitation Board (JMAS); as well as business and technology entities such as VEOLIA,\u00a0Waterhouse Group, FIXXI APP, ARCA Continental, and the Ciudad Ju\u00e1rez Chamber of Commerce. This collaboration helped strengthen technical training and youth employment in sectors critical to sustainability and community development.\u00a0 \u201cJale por el Agua demonstrates that investing in young people is also investing in water security along the border: when life skills, technical training, and public-private partnerships are combined, young people become agents of resilience for their communities.
